Sports (and arts) are not actively promoted by the government, nor are valued by the general populace (unless you are a baseball player or can "get rich" through your sport). I would guess that the Taiwanese who did well in individual sports in Beijing have probably spent most of their lives being treated as wierdos by most Taiwanese. As to white skin, this is big in other parts of asia also, for the reasons you mention.
